Title: Comparing Automobile Passenger Transportation Costs in a Free Market to those in our Subsidized Contemporary Market

Extract: "A spreadsheet model is used to estimate the costs of automobile passenger transportation in two different regimes of subsidy. In the free market regime we assume privately owned roadways that charge rent. In the contemporary market we simply model current automotive costs. For intercity trips where most f the travel is in rural areas, we find that automobiles are subsidized approximately 6.4 cents per mile from general tax revenues. For purely urban travel this subsidy increases to 8.4 cents per mile. If this subsidy were ended by employing a higher fuel tax, we estimate that fuel taxes would increase by approximately $1.60 per gallon resulting in European-like fuel prices. While a higher fuel tax could roughly compensate for this subsidy it would tax rural users too much and urban users not enough. A GPS based toll system, wherein roadway use can be charged consistent with roadway costs is probably the best solution that would end these subsidies. A subsequent report will apply this type of analysis to bus, rail and air transportation."
