On this solemn day, it is important that we all take time to reflect upon the tragic events of September 11, 2001. For many people, including myself, this will be one of the defining moments of our lives. Thousands of innocent civilians lost their lives in one of the worst terrorist attacks ever committed on American soil. It is at times like these that we need to put our differences aside and remember that we are all fortunate to be able to live in the United State of America because of the sacrifices of others. Freedom is not free.
OSPRI President Bill Felkner will discuss Grover Norquist's recent visit to Rhode Island in the President's Message.
On behalf of all of us at the Ocean State Policy Research Institute, I would like to extend a special thank you to Grover Norquist, President of Americans for Tax Reform. Mr. Norquist came to Rhode Island to join us for our center-right coalition "Thursday Meeting" yesterday morning and was the featured guest at an OSPRI fundraiser last night.
The Ocean State Policy Research Institute released a new report, written by Steve Moses, Fellow for Health Care Policy, which analyzes the status and future of Long-Term Care in Rhode Island. You can read more about this report below.
September 20th is the date for our Second Annual ATF Party! The event will be held from Noon-5pm at 199 Austin Farms Rd, Exeter, RI. The cost of the event is a suggested donation of $20 in advance or $25 at the door. See below for more details.
Once again, I am urging all of you to visit our Rhode Island Stimulus Watch website (www.ristimulus.org) and cast your vote for the projects you feel are, or are not, critical at this time. This website was designed for you, the taxpayer, and we need your feedback!
No new documents were added to the RI Data website this week; other documents can be found by going to the Transparency Train. The RI Votes database is fully updated for the current legislative session: about 2000 bills were introduced in the House and Senate, and you can find them all through the RI Votes section of the Transparency Train.
As always, OSPRI continues to traverse the state in order to spread the word about our organization and the Transparency Project. We have spoken before neighborhood organizations, taxpayer groups, college students, and local public officials. Dear Friends,
It was a short week, but a very good week.
As Parker mentioned we published a report on Medicaid this week called "The Age Wave, the Ocean State, and Long-Term Care," which is the result of dozens of interviews inside the healthcare community.
And while that was going on, Parker, Holly, and company, were busy preparing for Grover Norquist's visit on Thursday.
Thursday started with an interview on the Helen Glover Show, followed by an interview on the John DePetro Show. We want to sincerely thank them both for providing us the time to speak and promote our fundraising event that we held last night.
Following those interviews we held our monthly meeting (The Thursday Meeting). You can find more information about that meeting at the bottom of this email. Throw in a few meetings, a lunch meeting, a dinner meeting, some Rolaids, and it was a pretty full day.
I also want to thank all the people that came to the event. It was a wonderful success and we sincerely appreciate your support and hope you enjoyed yourselves.
But while this was going on, the Bolsheviks continued to storm the gate, by which I mean that Governor Carcieri came to an agreement with the Union regarding the furlough days. If you recall, he proposed shutting down government for 12 days, but the Union threatened legal action, so Carcieri responded by proposing a cut of 1000 employees. However, now we have a new deal.
Rather than have 12 days off for all non-essential employees we now have 8 days off for all employees (staggered so as not to fully impact a single department). Unfortunately, we are giving 4 of those days back when the employee retires.
And that brings up another question. If an employee doesn't retire for another 10-20 years, will we be paying them back in 2009 dollars or the inflated 2019 or 2029 dollars? Theoretically, if we put the money in the bank it would increase as with inflation, but who really thinks we are going to do that.
In the Governor's defense, the Union's tactic of taking everything to court is costly and delays realization of the savings. You can budget for it, but if wrong the budget will still need to be balanced. So, while we in the private market continue to watch the economy stall those in the public sector continue expecting business as usual.
But that brings us back to OSPRI's busy week. In between event planning and paper publishing, we have also been fielding a lot of questions regarding employee contracts (which you can find on the Transparency Train). Last week, when the Governor initially proposed the furlough days and reducing payments to the towns, mayors and town administrators cried bloody murder. So, we issued a press release stating that we had posted all the employee contracts and they show that those who complained about being "cut to the bone" and having "nowhere to cut" were still paying their public employees (the unionized ones) raises of 8-10 percent. Maybe those living in glass houses shouldn't throw stones.
And this brings us back to our supporters and the wonderful event held last night. Without you we wouldn't have a website to go to with all those contracts. Without you we wouldn't have the staff to process the research. Without you there would be no OSPRI to respond to these issues. Thank you.
So, that was the short week in Rhode Island. I certainly look forward to next week.

| OSPRI releases LTC Report |
As mentioned above, the Ocean State Policy Research Institute just released a report on Long-Term Care Reform for Rhode Island. Here is an excerpt from the press release:
"...The report was based upon an in-depth study of Rhode Island's health care industry conducted by Steve Moses, OSPRI Fellow for Health Care Policy and President of the Center for Long-Term Care Reform.
'Rhode Island is fortunate to have a one-of-a-kind opportunity to reform our health care system with the Global Medicaid Waiver,' said OSPRI President William Felkner. 'Steve [Moses] is an expert in the field of Long-Term Care, and when I contacted him about the Global Medicaid Waiver, he immediately saw the opportunity to bring real reform to the Ocean State.'
Moses spent a number of days interviewing dozens of public officials and related professionals about the state of Rhode Island's health care system and the impact that the Global Medicaid Waiver could have on long-term care. The report outlines the immediate and underlying problems that the state is facing and proposes potential solutions that would reduce costs to both the state and taxpayers while providing more efficient and effective services."

This event will feature a firing range operated by an NRA-certified instructor. After everyone has had an opportunity to enjoy the range, it will be shut down and drinks will be served to accompany cigars, food, and fun!

WE NEED YOUR VOTE!
The RI Stimulus website is designed to provide a venue for Rhode Islanders to give feedback on proposed stimulus projects. The site allows visitors to place comments, add descriptions, write reasons for or against the projects, and cast a vote. We tally the results and rank the projects as "most critical" and "least critical" depending on how you vote.
So, please visit the site ( www.ristimulus.org or www.ristimuluswatch.org) and let us know what you think about the projects in your backyard.
