Weekly Update

"I am favor of cutting taxes under any circumstances and for any excuse, for any reason, whenever it's possible." ~ Milton Friedman

Once again, the people of Rhode Island who are sick and tired of reckless spending, ineffective government programs, and high taxes came together at the State House to voice their frustration to the General Assembly. Inclement weather would not stop the event, as about a 1,000 people gathered on the south side of the State House on Wednesday. After a number of rousing speeches, including an unexpected guest appearance by Governor and Mrs. Carcieri, the crowd "stormed" the Statehouse, marching into the Rotunda and eventually up to the third floor, where the legislators' offices are located. To the delight of the protesters, Speaker Murphy was still in his office, which he exited to briefly address the crowd. Overall, the second Tea Party was another great success!

I'd like to extend a special thank you to five individuals who attended the Tea Party and helped OSPRI promote the Transparency Train: Shannon F., Adam D., Ryan B., Justin C., and Opeyemi O. Thank you!

Although the Providence Journal chose to not cover the rally before the event, they could not ignore the throng of protesters that came to the State House on Wednesday afternoon. You can find the Projo's coverage of the event below.

OSPRI sent out a press release this past week illustrating how the state could create over 6,000 jobs simply by eliminating the Estate, or "Death," Tax. To read the release, see below.

Longtime OSPRI volunteer Will Grapentine had a piece published in the East Bay newspaper discussing the importance of the Tea Party movement. To find the letter, see below.

Last week I included an update from Block Island in a case that involved a private citizen requesting, and being denied access, to see public documents from the School Committee. When the Block Island Times published the story how the Attorney General had found the School in violation for initially withholding the documents, the Times decided to request access to the legal bills just for complying with the initial request. The legal bills were released, which prompted the Times to write a follow-up piece with a big surprise. You can find the link to the article below.

The RI Votes database is now fully updated for the current legislative session. More than 2000 bills were introduced in the House and Senate, and you can find them with sponsor and voting records as well as brief summaries of each bill, all through the RI Votes section of the Transparency Train (see link on left).

Be sure to check out the new OSPRI blog! The Transparency Train blog will continue to feature updates regarding the latest available data, but we are unveiling a new OSPRI blog that will have news updates, Op-Eds, videos, and more!

SAVE THE DATE: The 2nd annual ATF Party, hosted by OSPRI has been tentatively scheduled for Saturday, July 11th. This year's party will be bigger, with a wide range of activities for the whole family! More information will be released soon.

As always, OSPRI President Bill Felkner continues to traverse the state in order to spread the word about our organization and the Transparency Project. He has spoken before neighborhood organizations, taxpayer groups, college students, and local public officials. If you are interested in having Mr. Felkner address your group, please contact me via phone (401-228-6691) or email (info@oceanstatepolicy.org).

Finally, if you have any questions about OSPRI or are interested in getting involved, don't hesitate to contact me!

President's Message
Dear Friends,

During the Tea Party, I mentioned the 2009 Cost of Government Day report from the Center for Fiscal Accountability.

Like the Tax Freedom Day produced by the Tax Foundation which calculates the number of days each American must work to pay their taxes (in RI that number 104 which means we work until April 14th just to pay our taxes) the Cost of Government Day also includes the time needed to pay our taxes but it also includes the cost of regulations.

When government places regulations on companies, those regulations incur costs. Naturally, those companies pass those costs on to us, the consumers.

In Rhode Island, we have to work a total of 226 days, or until August 14th, to pay our taxes and for all those regulations.

Is it any wonder so many of us feel like we are spinning our wheels? It's because we are.

The government can't continue to raise taxes. Cutting spending is the only solution. At what point will Americans revolt? 356 days?

Onward and upward,

Projo covers the Tea Party
Here is an excerpt from the Providence Journal's coverage of the Gaspee Tea Party:

""No more taxes!" the protesters screamed, banging on closed doors and waving signs as they poured past the offices of Rhode Island's most powerful legislators, most of whom had gone home for the day.

Capitol Police Sgt. Joseph Habershaw said that the group - calling itself the "Gaspee Tea Party" - was the largest protest under the dome since the credit union crisis of the early 1990s. He estimated that a preceding outdoor rally drew as many as 700, although the governor's communications director, John Robitaille, guessed it was "at least 1,000.""

OSPRI Press Release
RHODE ISLAND COULD ADD 6268 NEW JOBS AT NO COST TO TAXPAYERS

Rhode Island could add some 6268 new jobs at no cost to taxpayers if the federal estate tax were repealed, according to a new analysis by the Ocean State Policy Research Institute.

The estimates are based on research by the former director of the nonpartisan Congressional Budget Office, Douglas Holtz-Eakin. The research was conducted for the nonprofit American Family Business Foundation (AFBF), Washington, DC.

Holtz-Eakin, who served as chairman of the economics department at Syracuse University before going to Washington, estimated in his study that repeal of the Estate Tax, which impacts mostly small and family business owners and the owners of family farms, would lead to an increase of 1.5 million jobs nationwide. The state estimate is calculated based on the percentage of small-business jobs nationally located in Rhode Island.

Transparency on Block Island
As stated above, here is an excerpt from the follow-up article in the Block Island Times regarding a citizen's request for public records:

"Those records show that law firm Asquith & Mahoney charged $8,028 for 54 hours of work. The bulk of that, $6,558, was related to "general education" legal services. Firm lawyer Denise Lombardo Myers also charged $675 for teacher matters and $795 for special education services.

The bill also includes a $963 charge for legal work relating to providing copies of the legal bills McCombe requested. The district initially balked at the request, but it relented after being told by the state attorney general's office the records were public."

Grapentine letter to the Editor
Here is an excerpt from a letter to the Editor by Will Grapentine:

"Meanwhile, the lack of good fiscal discipline and no tightening of the belt on a state level causes a trickle-down resulting in financial panic for the state's 39 cities and towns. Ever wonder why property revals are going through the roof? Scratching your head at why town budgets had to cut grant money to nursing homes and animal shelters? Like a boomerang, bureaucracy comes full circle affecting everything in its path."
